Who must wear High Visibility Safety vests?

Classes and Standards of High Visibility Jackets for Workers
High Visibility Clothing Class 1
Class 1 garments are designed for those working in low-risk situations and environments where they are easily seen. Generally, parking lot attendants and warehouse workers wear Class 1 safety polo shirts with contrasting tape.
High Visibility Clothing Class 2
Class 2 clothes are made for workers who are vulnerable to medium levels of hazards from inclement weather, vehicles that exceed 25 MPH, and attention being diverted from approaching traffic. School crossing guards, railway workers, and trash collectors wear Class 2 safety T-shirts.
High Visibility Clothing Class 3
Class 3 garments are worn by workers with high hazard levels from fast-moving vehicles and poor lighting conditions with little to no visibility. These garments feature retro-reflective material added to the arms and legs, such as a safety polo shirt with contrasting tape, to ensure that workers are visible even in extremely dark conditions. High Visibility Clothing Class E
Class E is the highest of all the classes of high visibility garments. It combines class 2 or 3 high visibility safety vests with high visibility pants for enhanced visibility at night. Nighttime construction workers and first responders wear these safety vests with multiple pockets.
